   thanks @timolomo! it's a kind of snow stopper...so whenever it snows, as we have very powerful winds around here, it stops the snow from getting further these that you see in the picture. they are set up about 15-20 m away from the road and along it, so they won't have much snow/ice on the mountain roads. :)
