@alburnkat No, haha. Those spots are fungus or something on the rock itself. I think that combined with the light from the sun hitting leaves here and there, it creates the impression it is snowing. I was there, it was 90f and hot. I can tell you that :D

I was thinking Cottonwood fluff. I looks like it's snowing around here.

@alburnkat We don't have as much of the Cottonwood as you I guess. Here it's Oak and Maple and Sycamore etc and others.
